Installing Mods and Content
To install custom content, you’ll need to find the Mods folder for your game. The default file path for this folder is:

Once you’ve added any mods to The Sims 4, the game will show a mod browser by default when you launch it. This will let you know exactly what the game has recognized and implemented at launch, so you can know that your files are in the right place.
When you dive into the world of custom content, be aware that you’ll be handling items that haven’t been vetted by the game’s creators. This means you’ll occasionally run across misidentified, offensive, or buggy material in your hunt. Take these recolors of the buzzed up hairstyle that I downloaded. They look fine on a static Sim’s face, but once the characters start making expressions, the hair separates from itself in a visual glitch. If I want corrected hairstyles, I’ll have to keep an eye on the creator’s blog to see if she publishes an update, and manually replace the files if she does. Managing custom content requires extra effort, but if you feel stifled by the game’s existing options, it can be worth the trouble.
Where To Find Cool Stuff
So now that you know how to add custom content, where can you find it? Here are a few places you can start exploring.
Tumblr
Many creators share their work without ever posting to one of the popular custom content hubs. Their Tumblrs, or Simblrs as they’re fond of calling them, provide links to the file sharing sites from which you can nab their finished products. If you just want to browse the vast variety available to you, search for one of the following terms: Sims 4 Custom Content, S4CC, or Sims 4 Mods. Any of these will pull up a healthy list of options. That’s where I found NYAMI SIMS’ Cat Ears. They’re perfect for your more childish or goofy Sims.
While following individual creators can help you find cool things, you may also want to follow a few aggregators too. Take this Tumblr by Emily CC Finds. It’s almost like a Pinterest board, with lots of pictures of content spread across several columns to make your browsing easy and fun.

Mod The Sims
At time of writing, Mod The Sims already has over 120 different files hosted for The Sims 4. - I am sorry that you are having these issues.
Try moving your mods folder to the desktop. Launch the game, and a new mods folder will be generated. Exit the game. Then put your mods/cc from the old mods folder into the newly generated mods folder and test to see if the issues remain.
Make sure that there is only one resource.cfg file in the folder

But I'm having the SAME problem with my new CC so that's why I don't think it's my cc that's conflicting with it. Could you please help, I have script mods enabled and mods and cc enabled. And I've searched all of Google for a fix and none seem to work. And It doesn't seem like anyone's having the same problem I am.

One Drive could be causing this issue, Try seeing if there is a mods folder in One Drive . The game may be using that mods folder instead of the correct one in Documents -Electronic Arts -Sims 4- mods folder. One Drive can cause issues, with mods and saves.
It would be best to unsync One Drive and Sims 4.

But if you still want to use One Drive and not turn it off, you would need to place mods /cc in the mods folder in One Drive.

It sounds like the game was using a sims 4 folder that was in One Drive instead of the correct one in Documents -Electronic Arts.
Try logging into One Drive on the website and see if a sims 4 folder is in your account. If it is, make a copy of it and place this copy somewhere on your computer or an external drive.
Then, move your whole Documents -Electronic Arts - sims 4 folder to the desktop.Then start the game, and a new sims 4 folder will be generated. Exit the game. Then add the ‘ options.ini' or 'options' file and the 'saves' , 'screenshots' 'tray' 'custom music ' folders from the sims 4 folder that was on One Drive, to the new Documents -Electronic Arts - sims 4 folder generated, replacing the new folders with the old folders of the same name. Then add your mods that are in the sims 4 -mods folder on your desktop, to the new mods folder.
Then test to see if your saves, library items, and cc are there.

Try moving the Documents -Electronic Arts- Sims 4- options or options.ini file to the desktop.
Start the game, go to game options and enable cc/mods and script mods. Exit the game. Reload the game, and see if you can then use both cc and script mods.

I am not sure if this will help, but try placing some of the cc package files directly into the mods folder without being in sub folders and see if they appear then.

There seems to be a conflict with the script mods and the cc, and it sounds like it may be a script mod that is the issue. You may need to just place the cc into the mods folder, without any script mods there, and see if they work. If they do work, then add each individual script mod one at a time and test the game. Put one script mod item in, test the game , take it out. Then test another one, to find the cause of the issue.
